The cover reflected SIAJ's concern with Singapore's growing vehicle population, which was fast heading towards half a million. Asking if the city could "afford to have 9 lanes in North Bridge Road", the institute urged the government to implement a rapid transit system in the central area because the number of vehicles entering it meant a need for 10 multi-storied car parks.
